A picture speaks a thousand words. Rule of thumb with almost all modifications is, if it does not state it in the rule then take it as being not allowed. Not that innovation should be stiffled.

The old days…. Naive question but relevant for moving forward
My class II square and 60 cm metal rule were £45 each, a tape is about £15, (I already had Class II vernier calipers) and the MYA do not cover those costs. I've also bought certified scales (although they are not needed for Certification Control) that were £70, to meet the standards required. Unless you have a calibration certificate (in date) for each of these measuring devices from a recognised calibration company adhering to ISO 17025 you might as well use your thumb. That's where we are at. If i were to use a cmm and measure what you measured i would get a different size. Without doubt! Good on you though for dedication. It is all utterly needless IMO.

The motor is burned out. Cos that's what's in them. Quite a simple repair if the MB is still intact. These motors are often found in childrens toys.- Material for rudder stocks
Tufnol is a composite material so I would say yes you can. There are many different types of Tufnol. Whale, Carp, Kite, 6F/45 etc. They all have their own applications. Any of the above would be suitable for something as simple as a rudder tube.- Ready signed sails
Just a thought. Who would be responsible for having all the measuring equipment calibrated? Will the MYA have a budget set aside to each and every measurer in order to have their equipment calibrated? This should be done yearly. By a calibration company. Certified. Dated. Signed off. Date of next calibration too. Or will they have to do this themselves? At their cost? I wonder how big the que will be for that! Because if a sail is 1 micron too big, (about a thousandth of a human hair) it is not legal. What will the tolerances be? plus or minus a millimeter? I could perhaps understand if we were flying comercial aircraft. But radio controlled yachts? Stupid. - What's wrong with this RMG?
