April 25, 2025Apr 25 What's the background to, or purpose of, the 'call books'? Advice on how an umpire is expected to adjudicate the situations, or a more clear (?!) explanation of the rules, or....?
April 25, 2025Apr 25 Author Hi Colin, As I understand it, the Call Book is designed for Judges and Umpires who may be officiating at a Radio Sailing event and may not be familiar with Radio Sailing or Appendix E - so this is a concentrated primer. This is the same approach that is followed for other special disciplines like Team Racing, and Board Sailing. Each has its own Call Book. A Call book from one discipline may not be precedent for a different discipline, but may provide guidance. It is intended to supplement the WS Case Book which applies across all disciplines except where an Appendix exists. As it is a primer for Judges and Umpires, it is also a great reference for radio sailors, and especially those called to be Observers, or Protest Committee members. A benefit of a Call book is that it may be updated with less bureaucracy than the official Case Book. The origin of this WS Call Book is the IRSA Case Book whose cases it absorbed. WS did not want a discipline to have a Case Book, hence the change over. The IRSA Case Book was a compendium of scenarios that had occurred over many International Championships. Hope this helps John Edited April 25, 2025Apr 25 by John Ball added last para.
April 25, 2025Apr 25 That outlines several more layers of bureaucracy.... 🙄 But I'll try to digest and learn something from the the book nonetheless 🙂
April 26, 2025Apr 26 General interpretations, item 1 is very informative for judges. I think that too often they feel that a decision has to be made based on the rules, without taking into account the race course, conditions and circumstances. sometimes s… happens that no one can deal with.
