Do the rules allow for a swivel at the top of the forestay just below the hook but above the forestay and topping lift attachments?

This arrangement allows the jib boom to swing far more freely.

Is it permitted to have the forestay and headsail halyard both connected to the ring of a swivel hook made as shown in the graphic below?
