Is it permissible to have 1 mainsail leech tell tale positioned just below the top batten ? If not, is there a rationale for this ?

Yes, they are permitted. See the IOM class rules

For the mainsail, See G 3.1(b) Optional, item 12 Tell tales.

From memory, there used to be a Q/A on the IOMICA web site on this but that site is not working today, so I cannot reference it.
