The tow significant changes on RRS 18 are:
- a change to remedy the messy situation set out in WS Case 2. Now when the first of two boats reaches the zone, if the boats are not overlapped the boat that has not reached the zone at that moment shall give the other boat mark room. This is far simpler - first boat in has mark room
- a change to RRS 18.3. This is now effectively in 2 parts:
i) if a boat passes head to wind from port to starboard in the zone then the RRS 18.2 does not apply between her and another boat on starboard that is fetching the mark. So there is no question of mark room between the two boats and the boat that has just arrived on starboard must comply with 11, 12,13,14,15, 16 and possibly 17
ii) If the boat that was on starboard has been on starboard since entering the zone the the boat that passed head to wind from port to starboard must (in addition to 11, 12,13,14,15, 16 and possibly 17) :
shall not cause the other boat to sail above a close-hauled course
shall give the other boat mark-room if she becomes overlapped inside
Believe it or not this is a significant simplification!
