TRI-SERVICES RADIO SAILING
ASSOCIATION CONSTITUTION

INTRODUCTION
1. The
Tri-Services Radio Sailing Association (T-SRSA) is a Model Yachting Association
affiliated club for Serving and Retired Members of the British and World Armed Forces,
their respective Reserve Forces and serving Civilian Employees. All sailing will be carried out using the
ISAF International One Meter Class yacht.
2. The
Association started as the Royal Naval Radio Sailing Association (RNRSA) in
2003 who hosted an annual Interservices Championships. Due to the interest from members of the Army
and RAF the RNRSA was disbanded and the T-SRSA was formed in October 2007. In March 2008 it was decided to open the
entry to the Military of the World.
MEMBERSHIP
3. Membership of the T-SRSA is divided into 2 categories:
a. Full Members, which will consist of:
(1) Serving and Retired members of the Royal
Navy (including the Royal Marines), the Army and the Royal Air Force,
(2) Serving and Retired members of the
Reserve and Volunteer Reserve Forces of the Royal Navy (including the Royal
Marines), the Army and the Royal Air Force.
(3) Serving
MOD civilian employees,
(4) The
dependants of serving members of the Royal Navy (including the Royal Marines),
the Army and the Royal Air Force. Once a
Dependants Serving member retires from the Armed Forces then the dependents
eligibility for membership of the association ceases.
(5) Members
and dependants of other Nations Armed Forces whilst service on exchange with
Royal Navy (including the Royal Marines), the Army and the Royal Air Force.
(6) Members
of the Cadet Forces of the Royal Navy (including the Royal Marines), the Army
and the Royal Air Force may be considered for membership of the Association by
the Committee.
b. Associated
Members, which will consist of:
(1) Serving or Ex- members of the Armed Forces
of any nation, their Reserve Forces, the Dependents of Serving Members and
serving Military Civil Servants.
4. Full
Members will be divided into three sections: Royal Navy, Army and Royal Air
Force, a member can only join the section in which they are serving or have
served, this includes MOD Civilian Employees and Dependants. If a member changes service they must move
into the section of their serving service.
5. Associated
Members will be divided into three sections: Navy, Army and Air Force, a member
can only join the section in which they are serving or have served, this
includes Military Civilian Employees and Dependants. If a member changes service they must move
into the section of their serving service.
6. All membership applications must provide details of service
history in order that eligibility can be verified. Any application failing to provide adequate
detail will be declined.
7. For
insurance purposes all members must have current membership of the Model
Yachting Association either via membership of an MYA Affiliated Club including
the T-SRSA, or as an individual member of the MYA
COMMITTEE
8. The T-SRSA will be run by a committee that comprises of the
following Officer Posts:
a.
Commodore,
b.
Secretary,
c.
Treasurer,
d.
Navy
Captain,
e.
Army
Captain,
f.
Air
Force Captain,
9. The
Commodore is responsible for providing policy on the running of the
Association. The post will have the
casting vote on any matter discussed and voted on by the committee.
10. The
Secretary is responsible for maintaining an up to date membership list and is
to bring to the committee details of all new membership applications where a
decision will be made. The secretary is
to produce an Association Newsletter at an interval to be decided by the
committee.
11. The
Treasurer is to maintain the association accounts. The Treasurer must seek approval for all
expenditure from the Chairman and or the Secretary. Details of expenditure must be recorded in an
expenditure log which will be presented at the Annual General Meeting.
12. Service
Captains are responsible for disseminating information from the committee to
their respective service members, and should be the conduit for suggestions
from their service members to the committee.
Service Captains are free to arrange any single service racing or
competition as they see fit provided they bring this to the attention of the
Association Committee. Service Captains
are not empowered to approve new members to their respective service sections.
13. In order to maintain the Associations affiliation to the MYA,
the Commodore, Secretary and Treasure must maintain their membership of the MYA
through the T-SRSA.
FEES
14. Members
will be required to pay an annual membership fee to the T-SRSA. This fee will be agreed at the Annual General
Meeting. The Fee will normally include
entry into the annual Armed Forces Radio Sailing Championships.
THE ARMED FORCES RADIO SAILING CHAMPIONSHIPS
15. An
Annual 2 Day Armed Forces Radio Sailing Championships is to be held each year
at

Association Committee will seek a suitably experienced Race Officer to run the
competition races. The Association will
pay any reasonable out of pocket expenses for the Race Officer; these are to be
agreed by the Association Committee. The
T-SRSA will fund a small thank you present for the Race Officer
17. The Association are to invite the Commodore of GMBYC to enter
the Tri-Service Championships; however they will not be eligible for any of the
Association Prizes.
18. The Championships are to be run in accordance with current MYA
practice and are to include a check measurement of all boats entered.
a. To
facilitate this, the Association may appoint an Association Measurer; in order
to do this the measurer must maintain their membership of the MYA through the
T-SRSA.
PRIZES
19. The association will fund, maintain and awarded the following
prizes annually at the Armed Forces Radio Sailing Championships:
a. The
Armed Forces Cup presented to the Overall wining individual skipper.
b. The
Brickwoods Cup presented to the
overall Full Member Champion
c. The
Royal Navy Individual Shield presented
to the top Royal Navy Skipper,
d. The
Army Individual Shield presented to the top British Army Skipper,
e.
The RAF Individual Shield presented to the Top RAF Skipper.
f. The Tri-Services Team Shield presented
to the wining Service Team, comprising of both Full and Associated
Members. The size of the Team will be
decided upon depending on the number of championships entries for each service
section. Each team must have an equal number of skippers, Service A and B Teams
are allowed as are composite Tri-Services teams.
g. The
Best Novice Trophy presented to the best novice.
h. Each
winner will receive and engraved glass that will be kept for ever. For Ease of
administration no trophies will be allowed out of the
20. The T-SRSA will also fund medals or small prizes to the top 3
place in each of the above categories.
These medals or small prizes are to be kept by the skippers.
21. The
Association Committee can introduce any new Association prizes as requested by
the membership i.e. the Most Improved Skipper, Top Junior etc. Service Sections are free to award any
Section Trophies as they wish, however these must not be paid for by T-SRSA
funds.
Annual General Meeting
22. The
Association is to hold an AGM each year during the Tri-service championships.
The Officers of the Association are to be elected annually. Minutes of the AGM are to be taken; an annual
report is to be given by the Commodore, the Secretary and the Treasurer.
23. Association members are to raise any points for discussion as
Any Other Business.
